BRAZIL: Exercising Nuclear Diplomacy

"Brazil's on-going nuclear program lends proof that the use of diplomacy to assure a country's peaceful intentions, remain an essential thread to the survival of humanity."
"Einstein told us that one day agreements
would become essential...The time is now."-M.B.

newspress
"If you can enrich to 5 percent, you're decades away from enriching to 90 percent," Odair Dias Goncalves, president
of the Brazilian Nuclear Energy Commission, explains. "You need a whole new technology that we don't have."
"To further elaborate"....
Brazil says its plant will be capable of enriching natural uranium to less than 5 percent uranium-235, (an isotope needed to fuel its two reactors)...
Warheads need ore that has been enriched to 95 percent uranium-235, a material..Brazil says it can't and won't produce.
~~~~~~
Many crucial differences exist between Brazil's current nuclear production, & Iran's defiant stance:
Brazil doesn't cheat on the Nonproliferation Treaty and does not exist in an area of high tension. In fact, it is safe to say that Brazil has NEVER been in a war (unless, you count 1870.) Brazil essentially has NO geopolitical enemies! (Wish I could say that of the United States.)
Brazil hasn't threatened to remove any country, and its peaceful constitution bans the military use of nuclear energy.
~~~~~~~~
Current Nuclear FactsBrazil has the world's sixth-largest uranium reserves, but until the plant becomes operational, it can't use the fuel for energy without shipping it to and from URENCO, the European enrichment consortium. The government-run Industrias Nucleares do Brasil S.A. has been conducting final tests at the enrichment plant, built on a former coffee plantation in Resende, 90 miles west of Rio de Janeiro. When it opens this year, Brazil will join the world's nuclear elite.

Excerpt:
Do I believe that if the problems of Palestine and Iraq
were resolved, Al Qaeda and other similar movements would
disappear into the night never to be heard of again?
Do I believe that?
.... I don’t.

One of the best known Quronic verses tells us.
"Whoever kills a person has killed the whole of humanity."
There is no faith - and that includes Islam -that condones
the taking of innocent life and that celebrates suicide.
These terrorists claim to be faithful to Islam and faithful to
God but they are not. This is not Islam and these acts are
absolutely not the will of God. Their twisted vision is alien
to the healthy body of the faith that holds the world's
Muslim community together. It is a wicked perversion
of the common values of all faiths.

as does the ideology of Bin Laden. A cult of hate, in which everyone

Prague (RFE/RL)
U.S. Secretary of State Condoleezza Rice
expressed her displeasure with Tehran's
stance in (above) remarks today; in Athens...
Rice response:

"I think that what the Iranian statements do is to further
Iran's isolation from the international community," she said...
"Threatening the international community, that you will walk
out of treaty obligations, that you'll throw the IAEA out
because the world demands that you demonstrate that your
nuclear programs are, indeed, peaceful and not on the way to
a nuclear weapon, is very emblematic of the kind of Iranian
behavior that we've seen over the past couple of years."-Rice

WASHINGTON, April 21-Novosti - Russia cannot consider the dollar

the euro in recent years," Alexei Kudrin told a news conference in
Washington on the occasion of the opening spring session of the
International Monetary Fund...

NOTE:
Today's Briefing in Turkey-(From above)

With Rice approval of Turkey’s attitude towards the Cyprus issue,
Rice also pledged a thorough investigation on possible “legal”
channels to end isolation policies on the administration in
North Cyprus... (A cold shoulder was read in the capital, as
they printed that Rice issued an ultimatum to the administration
in Southern Cyprus not to impede Turkey’s advancement towards the E.U.

Personal Perspective

Turkey meeting: A restive Turkish Kurdistan, could
strengthen Islamist forces in Turkey, destabilizing Turkish
Democracy and weakening the secular traditions of Kemal Ataturk,
pulling Turkey even further from the possibility of EU membership,
giving rise to the demand for an Islamist Turkey, if not, hopefully,
for a revival of the Khilafat (Caliphate) abolished by Kemal
Ataturk in 1920. A Turkish civil war on the lines of what
happened in Algeria, cannot be ruled out entirely.

MEXICO'S: New Drug Legalization Laws

Seized at the border-David Maung/AP
Updated: 8:46 p.m. ET April 28, 2006

If it wasn't enough to worry about the masses of illegals
coming into our country that we cannot even identify...
America now can add a more lucrative Drug environment
at our borders...with Mexico's, NEW DRUG LAWS!

New laws in Mexico:
Passed by Mexico’s Senate on a 53-26 vote
with one abstention, had already been approved in the lower
house of Congress and was sent to the desk of Mexico's
President Vicente Fox for his signature.
~~~~
New laws which inclue 2- 1/2 pounds of Peyote,
LSD, MDA, ecstasy, heroin, etc.. With a country
that has proven in numbers, its preference to
jump the system into a level of illegality,
this is just a marker with which to be exceeded.
New legalization laws.
“No charges will be brought against ... addicts or consumers
who are found in possession of any narcotic for personal use,”
according to the Senate bill, which also lays out allowable
quantities for a large array of other drugs, including LSD,
MDA, ecstasy — about two pills’ worth, — and amphetamines.
Some of the amounts are eye-popping: Mexicans would be allowed
to possess 2.2 pounds of peyote, the button-sized hallucinogenic
cactus used in some native Indian religious ceremonies.
~~~~
View images of "the drug suppliers" which greatly
challenge our borders: Mexico the Next Lebanon.
While we campaign billions of dollars against the war on
drugs, Mexico is intent on culling theirs.
Mass Mexican-import of poverty, doesn't need
an easier drug circulation!!
~~~~
Statement from Drug treatment expert in Mexico:
"This is going to increase addictions in Mexico,” said Ulisis Bon,
a drug treatment expert in Tijuana, where heroin use is rampant.
“A lot of Americans already come here to buy medications they
can’t get up there ... Just imagine, with heroin.”
objectives of the Strategic Dialogue - strengthening, deepening,
broadening, and institutionalizing the historic relationship
that has bound the two countries for over sixty years.
~~~~
Off to Greece and Turkey and then to a NATO ministerial in
Bulgaria. Rice answers a few questions about Iraq's quelling
of the militias, the new Iraqi Prime Minister, and her
opinion about the new bin Laden tape.
~~~~
On-the-Record Briefing -
April 24, 2006
En Route Athens, Greece
Full Transcript: usinfo.state.gov
-QUESTION-
On the bin Laden tape, what do you make of it?
What's your reaction? Is he still trying to seem relevant?
Does the U.S. still think that he is relevant and also what
do you say to critics that said our efforts in Iraq are
taking away from actually capturing him?
~~~~
SECRETARY RICE: Well, first of all, there is -- all the time,
every day, all the time, an effort to continue to degrade and
round up the al-Qaida network, including efforts against Osama
bin Laden. But the effort is more than one man. This is about
disabling the al-Qaida network. It is the scores of important
field generals of al-Qaida that have been put out of commission
one way or another in the last three and a half years, and
that's the real story of dealing with al-Qaida... read more

-QUESTION-
If I could just ask you to follow up on something that you said
on Saturday. You were talking about the importance of quelling
militias or bringing militias under the government authority in
Iraq. Do you see the rise of militias now as a greater threat
to the long-term stability of Iraq than the insurgency?
~~~~
SECRETARY RICE: The Iraqi people, for the first time, have a frame-
work to control sectarian militias, With the selection of Jawad
al-Maliki as Iraq's prime minister-designate to head a permanent
government, "the Iraqis actually have a framework in which to
deal with those militias; that is, a permanent government,
permanent armed forces and police forces, and opportunity
to get a ministry of interior that will not be sectarian in
its orientation but national in its orientation." read more
MOROCCO'S ILLEGAL MIGRANTS
Around the Spanish enclaves of Melilla and Ceuta on the northern
Moroccan coast, sub-Saharan Africans began to rush, razor-wire
fences in an effort to gain entry to the country. A Geneva-based
intergovernmental group, assisted in another flight, arranged
by the International Organization for Migration.
Intelligence studies suggest that around 20,000 immigrants
are in Algeria determined to begin their journey to Morocco
and then Ceuta and Melilla, with another 10,000 waiting in
Morocco," Mr Frattini said. "Illegal migrants who make it
into Spanish territory will, in many cases, move on to other
member states, be it France, the Netherlands or the U.K.
The border fences at the Spanish enclaves, relics of the colonial era,
were facing "massive and coordinated" assaults by migrants. Senior
Commission officials visited the region last weekend after violent
clashes and fatalities as migrants tried to scale razor-wire barriers.
Taking the total number of Malians deported on four flights of 639,
with another 689 (Wednesday and Thursday)Senegalese deported
on five flights earlier in the week. The migrants received blankets,
shoes or small bags filled with bread and milk for the flights home.
Plain clothed policemen stood by at the Oujda airport to see them
onto the plane. It is essential for the safety and survival of their
country, that they enforce their laws to protect their sovereignty
by effectively addressing the daily over-flow.
A record of the destruction of Herculaneum and Pompeii is
found in Marcus Aurelius (121-180 AD) and in Dio Cassius
(AD 150-235). This last author also reports that the ashes
of the eruption reached Africa (the modern Libya), Syria
and Egypt, and caused pestilence.
The memory of the lost cities lasted for centuries. The
vestiges of a lost town called "La Civita" (from the latin
Civitas-town) were commonly found by farmers. The systematic
excavation of Pompeii started only in the XVIII century by
the order of Charles III, King of the Two Sicilies.
IRAN: Their Sabotage and Misconceptions
In what has been determined by Iran as 'empty talk'...
Iranian Defense Minister, Mostafa Mohammad Najjar spoke
in Azerbaijan about the use of force by United State's to
halt their nuclear program:
Source: © Reuters-Ltd Netscape04/20/06 08:40
Mostafa Mohammad Najjar told reporters:
~~~~
"The United States has been threatening Iran for 27 years and
this is not new for us, therefore we are never afraid of U.S.
threats... If you take into account the fact that they are not
doing anything, this shows it is just talk. We are ready to
resolve all issues through negotiations (but) if we are
confronted with something, we are ready to deal with it."
~~~~
Iran's Deadly Misconceptions:
"Nearly "The Entire International Community" has
confronted him on this issue...(which still gives me the impression
that the U. S. is being baited for a strike, to justify an full attack
on Israel.) Perhaps we're the least of his worries. Ahmadinejad
might just take a look at his own country, censored from
expressing division on his leadership; and their worry of
coming under US or Israeli military strikes.
Ahmadinejad, who wishes to appear (in eyes of Iranian citizens)
as Iran's nationalist leader, Dr. Mohammad Mosaddeq (who
nationalized Iranian oil in the early 1950's) has failed...
"One resident recalled a voice broadcast over a nearby
mosque's loudspeakers shouting: "Go for jihad! Defeat
Iran keeping Iraq on the boil… How they believe that this,
