Those of us 'with mind-reading skills' will give him the benefit of the doubt... But curious, why are his speeches edited to suit, in different locations?

Update: It's edited from his website... Many question the authority for funding, if indeed (worse-case-scenario) he means what he is saying... But hey, we're tax-payers... This would be hundreds of billions in organized spending, in addition to world aid relief (even with an Obama "down-sized" Military.)
At this point, Americans are growing weary of the 'nonspecific'.
