Obama Team Strategy...
Blame Bush for TARP until it reaches its intended surplus... Blame Banks for the outcome of "Fred & Fan" after Dem's CRA forced them to Low-Lend... Fred & Fan get big uncapped Bonuses tied to taxpayers... Private Banks pay back Fed Gov. (with interest) & get tax hikes... Deny & resend, depending on polls.

Wind shifts, they say it is temporary... Blame banks.
But Bank Taxes directly affect the bottom line of each of these institutions. Obama Team's reasoning is these banks will or should restrict their compensation, possibly renege on contractual obligations to individual employees which may end up in the courts (got keep those lawyers busy) to pay the Federal gov...
