1) Massive border land CLEAN-UP, to raise CA. employment rate fig. Positive impact for US citizens along border. State of emergency; i.e: enviro funds.
2) Issue California's first FLAT TAX! In one cycle, we'll pick-up revenue we need. View the [www.cato.org] youtube (and consult with Dan Mitchell)
3) Apply an additional border ECO-tax, and add. heavy tax for wire-transfers [out] of California. Capture surplus, for infrastructure use.
