Iraqi Pres. Jalal Talabani: "I think the majority will vote yes."

Secretary of State Condoleezza Rice: "Most people assume on the ground that it probably has passed."

Australian Foreign Minister Alexander Downer: "It's a triumph for ordinary people over militants."

Japan Foreign Ministry: "We pay tribute to the interim government and people of Iraq who participated in the national referendum despite security issues and other difficult conditions."
